Marsh followed the tracks around the dunes to a small marina. A man was loading boxes of blank claim forms onto a boat — the exact forms his six victims had used. The man looked up, saw Marsh, and froze.
The man dropped the boxes and ran. Marsh tackled him in the shallow water, and the man laughed even pinned down. 'You think I'm the top? I just file the forms. The list comes from upstairs.' Marsh's stomach dropped, because 'upstairs' was his own building.
